The Goats
There is a total of 20 Goats, which are initially off the board. During each turn, the player of the Goats can place one goat to any vacant square on the board. The Goats already on the board cannot move during the placement stage. After all the Goats have been placed, the player can then move one Goat by one square along the drawn lines each turn.

The Goats win by blocking off the Tigers in a way such that they cannot make any legal move.
