Here is the way the Mancala game-ending rules are working at GoldToken, which is exactly the way they were intended to work.
I have tested out all the points in this list and have found no problem.
If you still think there is a problem, please see me.
1- 25 points or more wins immediately. (o.k.)
2- A 24–24 score is a draw. (o.k.)
3- 24 points and a 24–23 score wins. (o.k.)
4- 24 points and a 24–22 score wins (o.k.) except when the next player to move has a stone in position 6 and the opponent has a stone in position 1 about to be captured. When this exception occurs, the capture must be made before the game can be ended and scored. (o.k.)
5- A 23–23 score is a draw (o.k.) except when the next player to move has a stone in position 6 and the opponent has a stone in position 1 about to be captured. When this exception occurs, the capture must be made before the game can be ended and scored. (o.k.)
6- If no one has 25 points and three or more stones remain on the board, play continues until one of the five situations listed above occurs and determines the outcome of the game. (o.k.)
